I do want to point out... China isn't the only nation that's censored government criticism. The US actually had an official policy (backed by congressionally passed law, executive orders, and obscure interpretations of copyright law that is now unconstitutional) that representing the US military and US postal workers in a negative light wasn't allowed. They got away with it for DECADES by leveraging uniform laws. I believe Seinfeld was the first American media that was allowed to portray the US postal service in a negative light, and that was only after a lawsuit that went all the way to the supreme court, where they eventually ruled that portrayal of uniforms in media was essential to criticism of the state, and that criticism was constitutionally protected. However, until the supreme court ruling, we literally couldn't do it legally. As a western nation. Until the 90s. This is ignoring everything that happened with McCarthyism and blacklists. China is definitely in the wrong. But we did many of the same things from a different political angle until only a few years ago.

Because new law in China requires Chinese citizens to be registered to play games... in part of the restrictions of playtime and open hours... So while Steam would not be illegal, using an international version of steam would be illegal for a Chinese citizen. Also, many people in other countries also use simplified Chinese so I'd say around 10~12% of current steam is Chinese. If they keep on using the international version of Steam they would be charged with multiple criminal charges.

I strongly disagree with Valves's approach: creating a chinese communist party approved version of steam (which is the same as a censored and government supervised version) is just supporting censorship in order to get money from the chinese market. that is an american company doing political censorship to support a criminal regime. Bottom line is, as Linus said, Valve has no guarantee that it's chinese version of steam won't be banned in the future.
